Public procurement regulations are based on the following three principles:
- freedom of access to procurement contracts
- equality of treatment of the candidates

These principles are intended to ensure the efficiency of public procurement and the correct use of state funds.

BUYER PROFILE

In accordance with current legislation, consultations in connection with public procurement contracts exceeding €90,000 before tax must be published on a buyer profile (= internet platform to permit paperless procedures).

NB: In addition to contracts exceeding €90,000 before tax the Lyon CNSMD also regularly publishes on its buyer profile most of the consultations initiated for purchases exceeding €15,000 before tax.
